We are already doing some heavy deficit spending. Maybe NOT rewarding Hamas for rocket attacks by giving them more funds to play with would be a good start on saving some dough? I doubt it will be US companies and US workers doing the re-construction.
At the same time, we could cut 900 million from Israeli aid, to make this politically neutral.
Maybe if both sides didn't get so much aid, they'd think twice before engaging in costly attacks on each other?

We pay Israel to steal land. Why not pay Hamas to shoot rockets?
As long as they shoot at the stolen land, it works out.
